I lived in Charlotte for 4 years, from 1999 to 2002. It's fairly artsy, becoming more so I think.

Charlotte, Raleigh, Ashville, Wilmington. These 4 have all aread of NC covered...Mtns, coast.. and all are beautiful in their own way. Ashville is supposed to be one of the new cool destinations in the south, but they are all great places.

Raleigh has an outstanding theater and stay track scene. there are a number of college and self reliant theater agencies in the section. There are additionally some track venues and that they have got loose stay shows in the park in the time of the summer season (Violent femmes performed some years in the past, sorry I ignored them).
