Fixing it on schoolbuses will be very expensive and who will pay for it? the parents the schools or the government?
The most difficult thing will be to enforce it on the busses!
How will you get 52 kids on a bus to have their seatbelt fasten the whole time, sit still and not break it?
You'll have to employ another person on the bus along with the driver to try and enforce this rules...

Because careful study has shown that seat belts on school buses cause more problems than they prevent.

they say studies but could you imagine how much it would cost to put seat belts in buses the taxpayers would cry and the govt isnt going to foot the bill

2. If they are on teh bus and the child does not wear it they will get sued because they did not make them wear it.
There are some instances wear seatbelts would help, but cost and enforcement would be impossible
