I just turned 25, and I had the same problem about two months ago.
I read up on it and sometimes, for some odd reason, women in their late 20's early 30's, will start to break out around their neck and chin area. Mostly due to hormones, since our body is changing and going into the "mature woman" stage.
I went to my family doctor and he prescribed an oral medication and it has really helped! For sure, I wouldn't ignore it. Go to the doctor and ask him/her what they can prescribe to help you.

I know ... pimples when you are 'past puberty' are a pain in the patootie ... try not using any 'soap' on your face, or any 'makeup' or 'moisturizer' for awhile ... simply wash your face with plain 'hot water' (not hot enough to burn) and a washcloth and 'scrub' it, then rinse it three times with progressively 'cooler' water to help close your pores. You may have 'pimples' because you're using too much 'moisturizer' or 'makeup' and your skin isn't getting 'clean' enough at night, or you are using the 'wrong soap' or too much soap, or you could be going through a 'metabolic change' in your 'reproductive system' ... and you might even be pregnant ... all of that stuff can cause 'pimples' to appear. If you are pregnant, you should see a doctor, and if your pimples don't clear up after a week of 'washing with just hot water and cooler rinses' three times a day, then you should also see a doctor, who can run 'blood tests' to see what is 'wrong' with you ...

I used pro-active for years without much change. But what I did find is that the refining mask that they throw in as kind of a gift is a miracle worker. I don't use it as a mask, but I take just a little bit and put it on a pimple when it shows up. It really zaps that pimple away. I have to buy it on e-bay (it's like 5 dollars) because you don't get it with the regular pro-active set (and why pay for the whole thing if you aren't using it.)

Use a mild astringent every night before bed and wash every day with an oil/blemish control cleanser like Clearasil or Noxema. If you need to wear makeup daily use the Clean makeup from Covergirl

It can happen anytime, for any reason.

Go see a dermatologist, and make a list of what you are eating and whether there is stress in your life right now.
Be sure to let the doctor know about these things in order to help determine the cause and the solution.

Are you pregnant? If not, adult acne is a problem. If it doesn't clear up after your next period, you should see your doctor. He/she can prescribe antibiotics for you to clear up your skin. If it persists you may need to try something stronger like Roaccutane.
