There's about an inch of tape all along the edges that isn't covered completely by primer. Can I remove the tape?

No, if you remove the tape the rest of your 'ceiling' may fall down. You may have to 'reface' the ceiling with a thin dry-wall and have it 'taped and mudded' professionally before you try to paint your ceiling.

No, don't touch the tape
That is what covers the gap between the wall & ceiling.
What you should be doing is putting gyproc filler (mud) all along the taped edge, when it dires, and it smooth, so you don't see the tape, prime, & paint.

This is a real fussy job, if you are doing it yourself, take your time and do it right, it is also messy and sanded filler dusts goes everywhere and gets into everything.

You need to put drywall compound on it and sand it down when it dries. Then prime and paint it. You may need to apply multiple applications of the compound and sanding in order to hide it good.

you'll want to re-mud it, sand it down, prime then paint to even it all out and get a good finish
