In the UK, 020 is the area code for London. So, numbers beginning with 020 3... are in that area, as are those starting with 020 7..., 020 8..., etc.
'0203' isn't actually a code itself, even though some people write out phone numbers in a way that makes it look like it is! The '3' is really the first digit of the local number within London.

It's a commercial number in London. The area code is 020 The number starts with a 3. Most London numbers start with a 7 or 8. The ones starting with 3 are usually large private switchboards.
