Lunges are a great exercise - also, if you are looking to tone the generally accepted rule is 2 sets of high reps (15-20) at a moderate intensity. If you are doing lower reps or higher weight you would be gaining mass. So sometimes just tweaking the dosage works

your quadriceps & hamstrings are easy enough but your outside thigh(illiotable band) and inner(sartorious) need specific exercises eg weight resistance as you sit down and move legs from inner to outer position and then weight resistance as you try to bring legs together outward to inward ... should be a machine @ local gym if half decent

Try bottom walking,it's very good for waist too..Just sit on the floor and literally use your bum cheeks like feet,do it forwards and backwards too..

sometime its just hereditary... dropping body fat % will also help.
