oh uh... this is a long shot but look for fans of DEAN KAMAN...who is develping low cost machines that clean dirty water and runs on animal dung for fuel. it is very innovative and energy efficient and anybody who knows about that would likely know about water conservation, irrigation and other topics related to community water projects....besides yahooAnswers, i dont know where to find such people but its a start.
