I am studying in the Netherlands via an exchange program from the US. A residence permit that costs 433 Euro is required. I have heard of many people staying without one for up to 6 months, but I will be staying a year. I just want to know what the penalty is if I get caught so I know if I should risk it.

Currently, there's a political debate raging in the Netherlands about illegal immigrants, partly fueled by the fear of terrorism. The new Dutch administration is only a week old, and most political parties seem pretty desperate to stand out right from the very start. Under these circumstances, immigration laws and their enforcement are a very sensitive subject.
Although the term illegal immigrant hardly covers an exchange student, the consequences remain the same: if found out, you will be taken into custody until you can be extradited on the first available flight home. You'll be processed under Dutch immigration laws, not criminal law as being an illegal is not a crime in the Netherlands, technically speaking. However, there may be some dire consequences, such as having to fork out for your flight home, which will probably be the usual commercial rate, rather than that of a discount flight ticket. Furthermore, your name could end up in all kinds of databanks, effectively stopping you from entering the so-called Schengen area, Schengen being the name of a place where a treaty was signed between a number of European countries, regulating travel and immigration within that area. The extradition costs alone would probably be four to seven times that of a residence permit. To my mind, a residence permit is a kind of insurance, entitling you to call upon certain Dutch governmental facilities should something happen to you. It also lets the Dutch keep track of you of course.

i like #a million on account that's a broken goat and it has a tattoo of it is own that's super-stunning...yet i'd like it extra effective if the line artwork replace into better like that's in #3. #3 would be my 2d determination over all.
