Yes you can start offering veggies and fruits to your budgie now. He may not eat it at first, but continue to offer it in tiny amounts and let him see you eat it.
One of my budgies won't eat veggies because the former owner thought that if she didn't eat them at first she didn't like them. Birds are pretty suspicious of new foods, so just put some in her dish regularly and over time she'll learn to try it.
My other budgie will eat almost anything I put in his dish. He is 10 years old and I've had him since he was a baby.

just remember they are alergic to avacado and apple seeds, and iceburg lettuce offers no nutional value, it is best to stick to dark leafy veggies as well as seedless fruit or fruit that can have the seeds easily removed before feeding. Peppers are great for birds every thing from bell to jalapenos, the seeds in these are safe. Birds love corn especially when it is on the cobb. Both corn on the cob and peppers stimulate them mentally as well offer great nutrition.

My budgies are about the same age as yours. Merry(female) is still hesitant towards anything new, but I just fed Pippin(male) brussel sprouts yesterday and was loving it so I would say go for it!

Yes, you should definately start now. Good luck though... I have had many birds who have refused to eat vegetables no matter what I gave them!

If he is still being hand fed, yes you can start introducing seeds, fruit, and vegies, this helps the weening process.
