Alexis,
it's sad, but she's right. you can tell them but they;ll still get offended. I always try and make sure no one who is a nonsmoker is around me. and I make sure I'm in a smoking area.
Try and kindly point the sign out to them, but usually they know what they're doing, and the are just being rude.
I have no intention on making someone else suffer for MY choice. If they start acting rude, just let them know, smokers have to follow laws too.
Paul, how can you expect someone to respect you if you don't respect them.

Do you absolutely have to wait where they are? I realize that these people are smoking in non-smoking areas (hopefully none of them are indoors, because that really IS wrong), but I imagine if you're at a college campus or train station, hopefully not everyone is smoking. Can't you just walk 20 feet in the opposite direction and wait at another section of the platform, or use another entrance to the academic building? Not trying to take up for smokers, and I know this answer sounds pretty weird, but you're not the smoking police. If it were a true problem, I imagine more than one person would have contacted whoever was in charge and tickets would be issues, the areas would be more heavily monitored, etc.

To heck with the non smokers. We have rights too! 50 yards is pretty far to smell a cigarette. Sounds like she was being petty and rude. If you were playing by the rules, you were completely right. Just point @ the 'Smoking Area' sign and tell her if she should get far enough away so she can't read it or smell it. Heck, I'd have blown smoke in her face.

Some will be offended, and maybe mad, no matter how polite you are. They feel that they are paying so much for a pack of cigarettes that they are entitled to enjoy each one.
You could just point out the no smoking sign - I would move away, if someone did that to me. Some of us are polite smokers--while others are not.
If it won't stop, you may need to tell campus security, or an official at the train station, etc.--but don't hang around and let any of the smokers know it was you who told.

If nice doesn't work, try reporting the incidents to whatever authorities govern the smoking sections, and don't be nice about it. If that doesn't work, spray the offenders with your smelly perfume. There's no designated perfume wearer areas or laws against perfume use for the sake of the allergic tons of people around suffering migraines because of inconsiderate people wearing too much perfume. So you're safe fighting back that way for the time being.

They're impacting your health, and they know it. They only do it because no one ever asks them to stop, or because they think it's not bothering anyone. Just let them know it's bothering you and most of the time they're nice enough to put out their cigarette, or move. Pick your battles, though. It's one thing when it's in a confined area, it's another when you're just walking past on your way in somewhere. Say something like, "I'm sorry to be a pain, but that's making me get a headache. Would you mind putting it out or taking it outside?" If they say no, either remind them they're in a non-smoking area, or get someone who can enforce the rule to do it for you.
Don't be worried you'll "offend" them - your health is your business, and rules are rules. Stick up for yourself if need be, and until then be as courteous as you can.
Good luck.

Let security, the landlord, maintenance, or management know that someone is smoking in a non-smoking area.
It is their responsibility to ensure that rules are followed while on the property.
If that fails, (smokers continue to break the rules, management does nothing, etc.) you can always opt to file a complaint with the health department. Maybe receiving fines for violating the smoking rules might wake some of them up.

Take a full water bottle, walk by the offenders, poor water on the ground near them while saying its gasoline. Kidding! They aren't the problem, the problem is that the people who put up the signs aren't enforcing the rules. It should be easier to get the name of the organization that put the signs and file a formal complaint (keep it simple and to the point) than to complain to the smokers.
