I say it when I feel it and mean it. I don't wait on him to say or not. If I feel it I feel it, if not I don't feel it.

You definitely say it when you feel it. Though I would wait until I'm sure my guy won't run away and somewhat feels the same. He doesn't have to answer but if I'm revealing my feelings I have to have some sort of reassurance.

I am female, u should tell your children u love them daily.
As for spouses u should also.
Male or Female---they should tell each other.

i liked this guy since 4th grade, but in 6th he said he loved me. so i rly dunno.. i was rly suprised when he said taht. and no, i dont know if he rly meant it. i dont know if i mean it when i said i luved him too. im female
