It is a scam.
Lottery scams and offers to loan you money at low interest rates are the latest scam.
Delete the mail. If you try to collect, they will ask you to send them a fee and you will be out that money and never see a dime of lottery winnings.
Federal Trade Commission link and a couple more on lottery scams listed below. Read them and don't answer that mail/.

Sorry, these are usually scams. This type of mail scam usually is to steel your money, identity and anything else they can. Protect yourself do not give them money or any personal information. Report the scam, or throw the mail into the shredder.

Sure - unless they are asking you for money up front to transfer your winnings then it is just a scam. They are looking for your id and banking info to pull cash out without your approval.
