Gen 1:27 So God created man in his own image, in the image of God created he him; male and female created he them.
Gen 1:28 And God blessed them, and God said unto them, be fruitful, and multiply, and replenish the earth, and subdue it: and have dominion over the fish of the sea, and over the fowl of the air, and over every living thing that moveth upon the earth.

The verse above GOD said that man have dominion over the animals, so as a Christian, animal testing is not prohibited for the sake of mans health.

I don't normally say this about other countries I know nothing about BUT one thing I know is this -
STOP ALL ANIMAL TESTING!!
If they want to do any kind of testing then they should do it on themselves or participating people whom don't care what the out come /s.
Leave the fricken animals alone.

God blessed Noah and his sons and said to them: "Be fertile and multiply and fill the earth. Every creature that is alive shall be yours to eat; I give them all to you as I did the green plants. (Genesis 9:1-3)

The Catholic Church teaches:

+ It is a sin to cause animals to suffer or die needlessly.

+ It is not a sin to kill animals with as little suffering as possible for food, clothing, and the health and safety of humans.

+ Medical and scientific experimentation on animals is a morally acceptable practice if it remains within reasonable limits and contributes to caring for or saving human lives.
