You can provide them with your birth certificate and 1 other form of ID. That should allow you to get both a new drivers license and a SS card.

You need some form of ID... what about your birth certificate. You can also get affidavits from 3 people who have known you for at least 5 year or take a copy of your highschool yearbook.

When I replaced my SS card they didn't care about my driver's license, they accepted my passport and a certified copy of my birth certificate.

If you DID have a driver's license, then ask the DMV for a letter stating you did have a license and what the number was and take that to Social Security. The more documentation you can give to social Security, the better.

DMV doesn't need to see the physical card, they just need to know the number, which you should already know.

For your social security card:

Replace your Lost Social Security card
You can obtain a free replacement card from Social Security if yours was lost or stolen, or a corrected card if you have changed your name. To do so:

Complete an Application for a Social Security Card. Form SS-5 can be downloaded from http://www.socialsecurity.gov/online/ss-5.html. Or, call 1-800-772-1213 or visit your local Social Security office and ask for Form SS-5.

Show evidence of your identity.

For a corrected card, Social Security will need to see one or more documents which identify you by the old name on their records and your new name. The document showing your current identity must have been issued recently.

If you were born outside the U.S., you must show evidence of your U.S. citizenship or lawful alien status.

Your duplicate card will have the same name and number as your previous card. Your corrected card will have your new name and the same number as your previous card.

Mail or bring your application and evidence documents in person to your local Social Security office. You can find it at your local Social Security office. Your documents will be returned to you.

Proof of identity can take many forms, not JUST your driver's license. Certified birth certificate, passport would also work.

Provide alternate forms of id at the ssn office, after you receive you ssn card, you can also use alternate forms to prove id through the DMV, I don't understand why it is such an issue for you.
