An angel is a supernatural being found in many religions. In Christianity, Judaism, Zoroastrianism and Islam, they typically act as messengers from God.

Yes, the fallen angels (devils, demons) can do this. They can even impersonate angels from heaven, and once, in the life of a certain saint, the devil appeared impersonating Jesus! The saint, however, wasn't fooled, because the devil made a slip of the tongue.
The angels from heaven can also do this, but they use this ability to do good and help us.

No person that dies, comes back as an angel. The Bible says, to be absent from the body, is to be present with the Lord. Anybody that tell you your dead love one is an angel and has a message for you, don"t believe it. you will be opening a world of demons.

No. Why would an angels want (or need) to "impersonate" a human?

Who (or why) would they try to fool?
