This seems backwards to me. A pair of bras and a pantie would make more sense.

what? Huh? i see what your saying but a pair of bras--but no. That's not right either.---know something else...if you buy a matching set it is called a "Bra and Panty Set".

The same reason you wear a pair of pants. It's one of those things that got obscured through time, but came from the fact that you put two things (legs) into the pants. When this language came out, the bra wasn't around yet, so it wasn't applicable
