I heard this once and tried it. It really works:
Before bed time rub vaseline on the soles of your feet and wear socks. Also buy a pumice stone to exfoliate your feet in the shower.

but vaseline on and then put socks on before you go to sleep. do this for a couple of weeks and eventually you will have soft feet.

in the shower, exfoliate your skin with either a scrub or loofah. then, right when you get out of the shower and your skin is still damp, spritz on baby oil and rub into your skin. this will keep your skin the softest and moisturize your skin. also, reapply lotion onto dry spots throughout the day, and you should be good to go!

Let then soak once a week and you will have to buy a scrapper to remove dead skin and make sure you get a buffer to smooth it down and keep your feet with lotion on them,
