I work for a state level agency currently and my only possibe option other than resignation would be leave without pay; however my job would still be there if and when I decided to return.

Yes you would. But if you said your job would be there for you when you came back, how about asking for an extended leave of absence instead of resigning? You'd still have your job title and beneifts when you returned. That would only make sense.

Your job will only be held if you are in the National Guard or Reserves. If you go active duty then you are committed for 3- how ever many years you enlist for. Your job is not required to hold a job for you if you take another full time job (even in the Military)

I think there's a law, passed during World War II, that says the business MUST allow you to return to your job when you get out. Provided, of course, that both you and the business are still alive and in condition to work.

Depends if it's active or reserve.....Active duty is long term and you will probably not have a job when you return in 4 years...Reserve, they must leave you with a return option

I would think so since being in the Army is a full-time job.

if you are going Active duty, yes. SSCRA only covers you if you are Reserves or Guard and called up for more than 30 days.
