First, how are you going about trying to adjust them?

I would also look at the installation of tyhe new shoes and make sure that the components were assembled correctly. The slack adjustment mechanism can be installed incorrectly and still leave the brakes operable.

When in doubt I always suggest the $15 spend for a manual....

I assume you cleaned all the parts before putting it back together. So the most obvious answer is that the parts were incorrectly installed. Maybe a spring put in backwards or some other simple answer. You'll have to take it apart again and look into why the star wheel isn't advancing.
