I've seen it used both ways in many official government websites. However, language-wise, which would be the correct way to write this?

still in effect. affect is a verb, effect is a noun. like the difference between say in think or in thought, think is a verb, thought is a noun.

Affect, in this case, is completely wrong.

"Still in effect" would be the correct choice.
