Most fluorescents are pretty efficient to begin with.

Take a look at some of the different varieties - T12 lamps are the older big style, T8, T5 and T5HO (high output) are newer styles. Keep in mind that the higher output lamps can sometimes be more efficient because they allow you to light the same space with less fixtures (and less lamps per fixture). Make sure to space them properly, as well as mounting them at the correct height to get maximum efficiency.

I forgot to mention - make sure to use electronic ballasts, and you can even specify multiple ballasts per fixture to allow you to switch (manually, or with motion sensors) some of the lamps in each fixture off while the space is unoccupied.

energy saving bulbs are basically small strip lights.
ie strip lights, aka flourecents, are already energy saving cf incandecent bulbs

there are different wattages and colours available. You could check what wattage you currently have, what level of illumination you require, and see if you can use lower wattage versions, or even remove some tubes eg 1 in 3, in corridors or toilets.etc

Start-up does take extra power, but not enough to warrent leaving on when not required. This myth comes from the US in the 50s when the cost of putting in light switches was seen as unnecessary.

strip lights (fluorescent tubes) are energy saving anyway but it is better to leave them on because the starter uses so much energy
in the start up.

Oddly enough - if you leave them running.
They take more power to start up than incandescent bulbs, but draw less power once they are on.
