This house is about 1 foot off the ground and needs to be enclosed for winter living. All thje plumbing is located under the houseand can freeze in the winter if not enclosed. I also want to stop the house from shifting due to frost at the same time. The house is 30x40 .

You will need to purchase J-channel for vinyl siding. Anchor the J to the ground plumbed from the top. as far as your blocking, you might have to jack near block pier and move in enough to pass them by with underpinning. If moving the piers is too difficult, you can J on the blocks too, but they will be exposed, and not look to lovely, but you will be better thatn it was yes?

The 2x2's is a good idea. Also, I've seen people cover that gap with plastic like windows are covered with plastic in the winter. The best way to attach plastic is with a staple gun. First though, take a piece of white poster board and cut it into 1/2 inch strips using a razor knife and a straight edge. Staple the strips onto the plastic so the plastic won't rip through the staples. Poster board works great.

regardless of how you skirt it , it will do nothing to prevent freezing under there, you must heat wrap what you dont want to freeze. as for the shifting, the cement piers should already be taking care of that if they were dug deep enough...i would make a frame out of 2x2's and attach to bottom of house. hinge one small section so i can get under there for maintainance, and put whatever you want over the 2x2 framework
