he was only in basic training at fort leonard wood, MO he came home for christmas and never went back. Can he come to Fort Dix miliary base in NJ to turn himself in?

No. It's like the old blockbuster video store rules. You can only be returned to the location you were checked out from.

He can turn himself in at any military detachment, including the local recruiter.

Yes... he may be arrested and transported back to Mo, by armed guards and in handcuffs, by plane or train....then again they may just give him new orders and send him back on his own..He will still have to face the charges.
Tell him, it is best to go back....

yes he can turn himself into any military base, recruiting office, court house, sheriffs office and so on.
