Wow, there are a ton of variables there. It really all depends on a zillion different factors. Whether it's on premise, off premise, on/off premise, whether you'll be pouring on or off premise, volume of expected sales, if you're going to have food and the percentage of alcohol sales in relation to food sales, who you sell to, what niche you'll be doing, tons more crap.

My advice would be to call up ABC (Alcohol Beverage Control) and just politely ask them what you need to get started in *foo*, and the correct application. I say politely because they have NO sense of humor whatsoever. It's worse than dealing with the DMV.
