You have to learn how to speak the language and then how to speak to people in that language. There are expectations of what is interesting and what is acceptable you need to learn that and to perfect your speech within those guidelines. He he it could be me what's wrong here. I don't understand some of the other comments.
There is a kind of balance of knowledge when you know their language better or have more experience in speaking it and when they know yours and so on. I have found that other people are happy to let you speak their language and they can avoid English altogether. Then there are times when the question of who is better or more knowledge is harder to decide. Perhaps they speak your language better, huh?

Yes, I have. With Italian and Japanese, but I don't take it as a negative thing.
Most of the time, it's because they would like to practise their own English. Some of my Chinese friends in Hong Kong are very excited when they can practise English with a native speaker.

have you ever thought they maybe trying to perfect their english as well?
maybe you should carry on in their language and you let them speak english back to you (i know it does not help your understanding of the language but it's better than nothing i guess)

There are four rational explanations:
1. They don't like hearing your accent (or nationality)
2. They can't bear to see you stuggle
3. They want to use you to practrice their english
4. They appreciate you speaking their language,
but think you are less likely to understand what they say to you unless they say it in english (which is returning the politeness)
