Should fat people do push-ups? I'm fat and I want muscles. Should I lose weight, then bulk up? Or should I bulk up and then lose weight?

Bulk up a bit, then lose weight. This is becuase the more muscle you have, the higher your metabolism will be and you will maintain your muscle mass better when losing body fat.

Good luck : )

You should combine muscle training with a cardio workout. The muscles you gain will help you to burn the fat off quicker.
