Either or both - it's entirely up to the giver.
If there is something a bit more expensive than you usually would pay, but is appropriate for the occasion and perhaps more of a keep sake, there is no reason why you can't give as a combined present.

Kids are really sensitive about such things. I would give her two cards, one for each occasion. The gift is really up to you, whatever you wish. One bigger one, or two small ones. the fact that you tried to please her is enough, and very thoughtful.
When I was 12, I would have said 2 gifts. Now, I would say, gimme the big one.
My birthday is 13 days after Christmas, and my mother held something back from Christmas every year. It was usually the dullest and most boring gift. I always thought my birthday was an afterthought, something to be borne, tolerated, not a big deal.
2 nice, thoughtful gifts would have said to me then that both events were big deals.
You could always ask her, if the parties are not surprises. One more expensive, or two small ones that equal the big one in price.

If combining the 2 gifts will make a better gift for her, combine them. Splitting the 2 gifts might not give her the satisfaction of getting one good one. Just explain to her.

It depends on the gift and what the child actually wants.Clothing,jewelry,a gift for each occasion would be appropriate,the new Porsche suv,just get her that,alone.You being the friend of her sister,it's VERY THOUGHTFUL for you to want to do this.

Either one big pressie or two smaller ones - that's what I always get at xmas/b'day and my b'day is three weeks after xmas. Never bothered me either way really, what was annoying was having to wait 12 months to get any other nice pressies!!! She should be grateful for whatever gifts she receives anyway.
