it depends on what caused the blindness if it is secondary to cataract,other causes of corneal opacity(corneal scaring) or any other condition where the nerve endings(photo receptors) and the nervous pathway of vision are still intact it can be corrected blindness can't be corrected if the photo receptors or the nervous pathway of vision are affected

No, or there wouldn't be blind people. Of course, on some occasions surgery can cure a specific problem (it can definitely correct short-sightedness).
