You're not very clear with your question. Is HE calling you his unofficial girlfriend? If so, he may not be sure of your feelings and doesn't want to overstep his bounds. Is it the not having sex that's bothering you? Don't rush it, it will happen when and if it is right.

he is playing around or extremely immature.
you are his unnoficial girlfriend if he wants to keep you as a back up plan or something.
or maybe he just thinks that in order for you to be his actual girlfriend you have to have sex with him. that is why he said unofficial maybe you would get the hint or he is waiting to see if you are any good or not.
