Yes, metabolism can be sped up through exercising more. And that doesn't just mean going on an exercise regime, but by being generally more active in your daily life. Take the stairs instead of the lift, walk that extra kilometer home, fidget about as and when you can. :) Also, try incorporating a little caffeine with your meals and drink more water.
As for people with naturally fast metabolism, it's mostly got to do with genetics and their body makeup. :)

if you get on a strict exercise program and eat somewhat right not meaning cut out all fats and you run about say 3-5 miles a week your metabolism will increase i know it can be a pain in the *** but i was in the navy and i am naturally a "fat" guy. i went into bootcamp weighing 240 and in 2 months i came out weighing 195 lbs i couldn't even run a mile when i went in and before all was said and done i was running a mile and a half in 12 mins i know its not the best but it was an improvement for me. all the metabolism has to deal with is how your body burns caloris. If your an active person than your body will have a higher metabolism also remember when your working out like say lifting weights make sure to eat protein like say chicken or eggs. GOOD LUCK!!!!

Yes, ppl can speed it up, that is the point of dieting and exersize. Some people have faster metabolism than others because of their genes, and their age.
