The trick is that the large shape they make up is not exactly a triangle. Count the edges of the two small triangles they are not congruent - i.e. they do not have the same slope!! Therefore the top line of the big triangle can not be quite a straight line. The difference is small so hard to see.
This means that arranged one way the line is slightly concave and the area smaller and arranged another way the line is convex and the area larger.....

The piece looks like it is missing but since the smaller triangle is in place of the bigger triangle and they had to move the stair step shape over and down, things just don't fit.
