Could it be the furnace fooling him? I have been finding small down feathers under his cage. He does scratch a little bit now and then but has a good appetite and I don't see any signs of sore or raw spots...this has been going on 4 or 5 weeks. When do they usually molt and could this loss of down feather be just a result of preening? Or could tis be that furnace is coming on more often due to cold weather here in Indy?

There is no "normal" time for parakeets to molt because they are tropical birds. Instead they can molt at anytime regardless of the current climate they reside in.
In our small aviary of about 30 birds, very seldom do birds molt at the same time, even if they are in the same cage. So I wouldn't be worried about a molt in February.
I suspect that your problem isn't with a natural molt, but with a case of dry skin. Birds suffer from this much like humans do, but they do not have the option of just putting lotion on. I suggest getting a humidifier for your house and giving your bird access to a birdie bath.

Your bird thinks it is summer with the heating coming on and warming his body so just like you taking your shirt off because you are too hot, he shedds some extra feathers.

I know that parakeets molt every month. Just to make sure, you should go see a vet for advice.
