Actually there are five different words that are used in Hebrew for the word fool in the book of proverbs. The first word for fool means someone who simply wants their own way. That's the word that is used with children when it says foolishness is bound up in the heart of the child. The Bible says that the way we get rid of that kind of foolishness is just by correction. It goes right up to the fifth kind of fool which is a committed fool. That is the one that says there is no God. The Bible tells us that the best thing to do with that kind of fool is to get away from them. There is also what the bible calls a silly fool. The other two I can't remember off the top of my head. It is an interesting study though.

Proverbs describes a fool as: arrogant (12:15), short-tempered (12:16), boastful (14:3), conscience-less (14:9), disobedient (15:5), argumentative (20:3), cannot imagine that he could be wrong (17:10), has a flippant outlook on life (14:9), and knows no restraint (20:3).

An apostate, or a hypocrite. In the Old Testament, it was someone who knew the law of Moses, and the writings of the prophets concerning God's will & the right thing to do, but lacked the will or the wisdom to do the right thing. Someone who abandoned the religious teaching of his youth and spend his life in sin instead.
A "fool" in the sense that Jesus seemed to mean in in the Sermon on the Mount (Mat. 7:22), is apparently someone who knew the way of salvation, but abandoned it (2 Peter 21).

Characteristics of a fool in Scripture:
" The fool has said in his heart, 'there is no God". Proverbs -Old Testament
"..because when they knew God they glorified Him not as God but became vain in their imaginations.... Professing themselves to wise, they became fools, ...who changed the truth of God into a lie, and worshiped and served the creature more than the Creator..." Romans 1: 18-21

Many think the fool in "the fool says in his heart there is no god" is clearly an atheist. Well, it isn't.
Fool in biblical terms generally means an immoral person connoting insolence or rebelliousness.

Those that don't listen to the teachings of the wise. Oh and by the way it was Solomon (Man that asked for wisdom from God) that wrote the book of proverbs. He is and was the wisest man as it said in 2nd Kings (i believe) He was writing the book to his son.
