Have you house-trained him? Or is it because of a medical issue? How old is your dog? Puppies go in the morning right away, a short time after they eat and once before bed (pooping) and pee every couple hours depending on age. Senior dogs may have difficulty regaining footing after the squat position, help them up.

Sometimes dogs block because of crystals etc. Go to the vet ASAP, he'll know what to do (insert a catheter probably) and your dog will get well, otherwise your dog will die.

If your dog is straining to have a bowel movement or to urinate, that is a serious problem that can become fatal quickly. You need to go to the vet immediately. Your dog may have a blockage. Keep us updated.
