How do I stop a shag mat from shedding?

My mother bought a black nylon shagged mat for her bedroom, and after three washings, the blasted thing is still leaving a trail of carpet tufts under her feet and on the hallway carpet. Does anyone have a solution to stop this mat from shedding?

Have you tried either hair spray, or silicon spray?
