How can a foreigner get a licence in NYC while studying.

Usually you can't,but with the national license from your home country and an IDL from this site you can drive and acquire insurance for driving in the USA. www.IDL-International.com

You do not need to drive in NYC !
Get a MetroCard (Bus & Subway)
