Automatics these days. All of your modern civil service vehicles will be equipped with an automatic transmission. Yes, even the larger fire trucks have an Allison Automatic transmission.

Depends on the vehicle. The smaller vehicles, like police cars and ambulances have automatic transmissions as those are basically civilians cars and van, albeit heavy-duty versions. The larger vehicles like fire engines could have either, though more automatics nowadays than before.

Could have either...depends on what type of vehicle the company or organization has bought.
Based on what my city does (I work in municipal gov't) the newer vehicles we buy are all automatic. But there are some oldies out there with manuals.

Times have changed most modernized emergency equipment if not all have automatic transmissions.
