The best odds in the casino is to play the don't pass line on craps with full odds. The higher the odds maximum the better. Odds on don't pass are true 50/50 so the higher the maximum odds you can take the more your front line bet is minimized. In other words, if the table is 20 times odds, for a $5 line bet on don't pass with full odds your payback rate is $100 at 50/50 and $5 at don't pass odds (which are better than pass line odds).

If you're looking for low table minimums, it's more likely you will find them in the morning and early afternoon. The Claridge, inside Ballys, always has low minimums, but I believe it's closing (if it hasn't already) so I wouldn't count on playing there. From what I've heard, Trump Marina and Trump Taj have $5 tables in the mornings and afternoons. They go up to $10 later in the day. Borgata has one $5 table that is open all day, but is the only one like it so its always busy. Aside from that, it's the usual high minimums. As for $10 tables, they can be found at Hilton, Tropicana, Ballys, Wild Wild West, and Harrah's at some time throughout the morning/afternoon. Ceasars and Trump Plaza don't offer any low table minimums.

Any game is going to have a house advantage. At least black jack requires some degree of skill.
