First of all you can convert postscript file into standard PDF using Adobe Distiller or anyone of its analogs. As far as I remember "native" soft for .PS in GhostScript. It supports ps, eps, pdf, and some others.

Postscript is generally a printer language, there is a program GhostScript which I believe opens them for conversion. You may be able to set a printer up and print it to a file.

Yes, a .ps file is for printing.
Convert it to a .pdf by distilling it with Acrobat distiller.
If you also have Illustrator, you might be able to then open the pdf in Illustrator (if you have all the fonts, placed/linked images, etc.) if you need to edit it.
