Could be many reasons. Maybe traffic hasn't cleared from the light ahead of the 1 ur at causing it to back up. Sum1 crossing the street. Sum1 on the phone,doing their make-up, or just plain daydreaming.

Think about it. When everyone comes up to a light, they bunch up tighter than they are when moving. THEN, when the light turns green it takes time to space all the cars out with wider gaps.

well there is alot of reasons here is one of them well traffic because people are to busy dropping off kids or going to work.other one is people are to busy not looking just slowing down like there all that.some people just cant drive that good.or there just learning.thats why when the light green nothing is moving(cars).

When enough room clears in front of you it takes some time for you to respond to that first because you do not wanna risk hitting the car in front of you second because between action and reaction there is a time interval in living organisms

The light has been blinking in green (out of order) and thus the vehicles are still moving. Therefore, we just have to wait for service....

Because you still have to look left and right to make sure no ones running a late red light and hit you..

You still need to press on the accelerator in order for the car to move forward, last i checked...wait we now have cars that can park themselves, on man i better check again!
