This test is used to control the insulation tape. In Single VPI and Global VPI process. I want to know more. Siemend company is using from this test.

A molded shape - typically like a "dog bone" is devised to hold several pieces of the material being tested. The test itself is a tensile test; meaning that the researchers are looking for how much effort it takes to pull the material apart along it's long axis.

Thus, for Siemens' case (and several other insulating material manufacturers), the 'dog bone' holds at least one and sometimes several strips of tape, to be destructively tested by pulling them apart. The objective is to discover how much tension is required to break the tape - and thereby discover the limits at which they can use the tape for restraining bands for rotating elements.
