no way because Engineering needs lots of practicals But You can try the evening college at Anna university and Dr. M.G.R. Deemed University, Maduravoyal, chennai - 95

Only for M.S. degrees. If you have a B.Sc. in a Science or Math related area you could qualify, but usually you would not be able to get a P.E. status.

Things change all the time, but in general in the USA the colleges want you to be a resident student so that the local businesses can get the extra money that comes with it. It has nothing to do with learning.

Purdue has some distance classes
