If the dog has shelter food and water than it is not abuse. What do you do spend 24 hours a day watching what someone else is doing? How on earth would you know what they do when you aren't watching? The answer is that you have no idea. You don't know what they do 24/7
Further, to "make a law" or seize animals just because they are in someone yard will lead to a whole lot of DEAD MURDERED animals. What makes you think that animal would be better off dead?

I believe that people who buy a dog or get a dog should have to have a license to own one. I think that dog owners have to be responsible and once they get one that they have made a life time commitment to that dog. That means you make it a member of the family and no matter what it goes with you. People who put there dogs in the back yard have no heart and it shows you the kind of person you are dealing with and what and how they may treat you also. I have asked people this qestion and they reply with dogs don.t belong in the house, they are to be outside and they are not human. I'd like to know why they don;t build them a nice shealter, and take time to play with the dog, there are some dogs that enjoy the outside but even so there owners have interaction with them, while others just have a dog to guard there house they donl't think anything more about them and they should'nt be allowed to own one. Where I live you report them and then the dog pound comes out to see if they are being abused, remember every one has there ideas of what abuse is, here as long as they have a warm shealter, are feed then ther isn't much more you can do but I'd take a cam corder to watch these people and how they didn't feed it or provide all the things they should have, then you have proof and then something can be done or commit to feeding the dog yourself . Personally people need to know they will commit to the dog forever to own one. After all the dog is gonna give more to you than you can ever give to him.

I totally agree. I live in Michigan and feel sorry for all the dogs out there in the cold winter weather. A pet is just that; an animal to love and care for, hence the name "pet". I think that it is cruel and unusual punishment for the dogs. Call the Humane Society of animal welfare on these sadistic owners. There are rules to follow when your dog is outside like that. I would never do that to an animal. Poor babies. That is no way to live. Yes, put the owners on a leash, that will show them! All large dog adoptions/purchases should be monitored for this.

My neighbors dog is barking as I type this. He lives on a chain in the back yard and is a torture to the whole neighborhood, barking for hours on end, sometimes going on during the middle of the night. I think the people who own him must be completely brain dead. They certainly don't deserve to have a dog. I've never understood it that kind of hilllbilly mentality. Actually there is a lot of it here in this town - all I can think of it its a status symbol of some sort. Kind of like having a ford pinto as a status symbol, but whatever. Who can understand the insane.

I think that all animals need social interaction, WITHIN their pack, but, they do not and need not be in the house to get this. I know several people who own dogs that NEVER come in the house for a variety of reasons. Some are too big to be in the house, some are too destructive, some are too excitable and some are just plain too aggressive. My personal competition dog does not come in the house because of his dominant nature. He has been in there before and does not interact well with people or house rules so he needs to be outside. There are reasons why people do what they do, except for the ignorant ones, but you also need to stop and think that you may be confusing a dog for a human.

I have wandered that myself for along time. Some one up by my moms has a dog that they never tak care of and has been chain up scince about 10-11 years ago. never been on a walk or petted. now you cant even step two feet by the dog with out it biting. it has bitten 4 people now really bad. enough they had to go to the hostpital. I feel so sorry for him cause he used to be a sweet dog and now i would have to say the best thing for him is to be put to sleep. only so he dont hurt nobody else or himself

I agree with you. Dogs have so much love, loyalty and devotion to give. I just can't understand why anyone would have a dog unless it was loved, cared for and became an integral part of the family.
I've had dogs all my life and they truly have deep emotional feelings. They want to be with you, to learn from you, to get and give affection. They are aware of all your moods and adjust to rejoice with you or comfort you when you are down or sad.
Oh, those eyes when they look up at you and try to talk to you, those greetings when you return home, that way they lie on their back totally submissive wanting a belly rub and those little ones who you cuddle up to you.
the practice of chaining, feeding and ignore them makes them prisioners in the fullest sense of the word. At least convicts get som recreation.
God gave us dogs to love.....please all, let's do it. I agree on a law but not on a federal level. (Too much govt)

i totally agree, and have said for many years that some people should never have pets ever, and from the way they treat their pets, usually they show as much care for kids they have too,
they are there,but?? i have seen and been enraged by this sort of owner for many years , RSPCA in aust can do nothing unless you can prove starvation, or physical abuse..
it,s the same old problem, no one is willing to admit to the mental trauma that a bad owner can give a pet for its unlucky life span.
well no one in law making power anyway! cos it opens up a huuuuge can o worms indeed!
these poor animals are also not immunised or wormed or taken to a vet, and it is a hazard for them and to others.
yes i would like to chain the owners too. permanently! laurel

YES i believe so. I have 3 small lapdogs that run around my house, they are part of my family, come with us everywhere we go, sleep at the foot of my bed, get cuddled every chance they can. I love them like I love my own children. I think its messed up too that some people use animals as an accessory like they would a purse or a pair of shoes :( its quite sad.

I agree with you completely! I hate to see animals be mistreated and not loved, every animal wants to be loved and that is why they are so loyal. I guess some people just don't see that and only get a pet to say they have one. This world is truely sad and disappointing to know that some people can actually do that to a dog.
