they don't literally, but its easy to see why somebody (with a bit of a bias already) could mistakenly think so.
1. they're disproportionately represented among the rich elite in America, mainly for cultural reasons. jewish culture places a high priority on education and security. Understandably so - when you're always in the minority you'd better have as much pull as you can, cuz otherwise you're gonna get screwed. The jews have had thousands of years' experience at being a minority and theyve learned a few things along the way.
2. the pro-Israel lobby in DC is well-connected and extremely good at what they do - namely keep US foreign policy closely aligned w/Israel. Again, this is easy to understand. the worlds most vulnerable and embattled country puts #1 priority on staying on the good side of the worlds biggest power. who wouldn't?
not saying the jewish lobby is the best thing for America, or that it never uses its clout to bully - but its not illegal or mysterious, just very effective and *very* motivated. it will only be counterbalanced by an equally careful and well-informed effort -not by mouthing mindless conspiracy theories.
idiots always look for mysterious excuses rather than admit they lost out because theyre idiots. I once had a girlfriend's ex- go around literally claiming that I was a warlock who had cast a spell over her. I am not making this up.
Who wants to admit hes a big dumb redneck that not too many girls want?

They don't. US civilians control the USA. Unfortunately, most US civilians could care less about this simple fact and do not investigate enough to make informed decisions. They are influenced very easily by the media, current trends, etc.
