I've heard this before and I don't believe it.
I've tested it a few times and it's generally true, but the variation in the difference between hand/foot sizes and hoo ha sizes is about the same as the variation in hand/foot sizes from one bloke to another, as far as I can tell.
In extreme examples, it doesn't hold up at all. I think that the average sizes of a men's hands, feet and winkies just happen to be close enough that they give the illusion of a relationship.
