As the sun in Cyprus is very strong, and you mention that you have previously been burnt when using a factor 15, then I would suggest that you start off with a higher level of protection. You can always switch to a lower factor halfway through your holiday.
It can be quite breezy along the Paphos coastline, particularly on the beaches, so it can be rather deceptive as to how hot it actually is. In such strong sunlight it can also be very difficult to judge when you've been under the sun long enough. I actually live in Cyprus so am careful not to spend too much time in the sun. One trick that I use to see if I've been out in the sun too long is to press my thumb onto my arm. If the white impression mark my thumb makes fades away instantly, then I'm okay, but if it takes a couple of seconds or longer to fade, then I know it's time to get into the shade.
Remember to drink lots of water. Just as many people on holiday here seem to suffer from heatstroke as they do sunburn.
Hope you have a good holiday.

I once lived in Cyprus for 2 years (my dad was posted there with the RAF) and I remember Paphos being a really good place. I was only 11 at the time (38 now) but I still remember it clearly. I expect it's changed now though. One thing I won't forget is the sea, it was fantastic, apart from the dead hedgehog floating in it one time. It was a very hot sunny time so I would recommend going with the highest SPF lotion you can find. Have a nice holiday.

I tan easily but I always start with spf25 and work down when I have got a good base tan. Make sure you moisturise every day toprevent your skin peeling.
