With my kids I have three. When they start whining I kneel to their level make eye contact and tell them that they need to use their words and that I dont understand whining. Then I ask them what it is that they want or want to tell me. If they still want to whine time out (we usually go with a minute for how ever old they are three min. for 3 year old 8 min. for 8 year old) then when the time out is over calmly go and ask again what it is they wanted or didnt want or want to tell you.

Make him laugh, or if that doesn't work laugh AT HIM. One way he will be distracted or the other he will not like being laughed and not taken seriously and change his behavior quickly. I see people try to argue and discipline their kids all the time and I just walk up and tell a joke ... they are copacetic after that.
In the case of my own 3 year old she is very opinionated and can be very bossy with some family members, I think she doesn't try it with me because she knows I will just laugh at her....nicely but definitely AT her.
Not to criticize but children's bad behavior is usually a reflection of the behavior they see from their parent's maybe there are some things you could change about how you interact with them.
Whining - is to get attention
Yelling - is a mimic behavior and it comes from what or who they see doing it around them
Arguing - at 4 years old is to test their boundaries (they want to know how much authority they have) and show discontent.

My 3 1/2yo does the same thing. His daddy lets him get away with it and so in the evenings and on weekends, it is unbearable. All during the day though, I will insist to him that unless he speaks nicely, I cannot understand him. By the end of the day, the whining decreases drastically. If his dad would cooperate, I have no doubt it'd stop entirely.

Some men carrying on whining til they are 44! lol. Find something that preoccupies him? Read to him. Avoid TV.

try a reward system. Give him a certian number of stars and whenever he whines take a star away. if he has any stars left by the end of the week plan a fun outing, but, if the stars are all gone then no outing.

giving him more time should help. Also 4 to 6 is the age gap in child when he argues a lot!

I don't have this problem, but here is a suggestion you can try. Have a tape recorder and record him whining. then you rewind it, and play it back to him.. He might be really surprised at how he sounds!

It sounds like he is bored. He is of preschool age and is yearning to learn more difficult skills. Introduce him to new things and see if that changes his mood. If it doesn't, than talk to your pediatrician to rule out medical issues.
