your first question for the windows 98 boot disk.... you can download this from MSN.com (Downloads)...
second thats another thing.. ... you can't download windows 98 cd.. from Microsoft sorry..

You can download Windows 98, Complete CD ISO (Bootable), try searching in a TORRENT site, and download via a torrent. try searching http://www.mininova.org. but i must tell you, those stuff are pirateware, and those stuff are pirated, but since windows 98 is pretty obsolete, and if you are dead helpless, you could take a look around in a torrent site.
