Not all the time. Guys can't resist looking, especially if you have the 'goods' on display. I think women are the same way, but more covert about it.

He's a guy all guys do this especially if your shpwing the goods upfront. It's their nature. It doesn't mean he's attracted to you. No curiosity left for him to imagine he's already seen your cleavage. Guys like mystery and are attracted to that, plus many other things, personality, features that are pleasant to look at. no guy wants his girl to exposing the goods they see you are insecure and wanting attention even though it is negative. If you can't attract a man without showing cleavage or him be attracted to you for anything other than body parts. Then he's not the guy for you.

Unfortunately eyes look at everything that comes before their view. Even if one's mother leans forward to give something then also accidently the eyes fall on the cleavage therfore one cannot predict or gauge seeing the eyes alone . Lots of other things you watch i.e the body language, the way he speaks , his gestures, his touching you etc, etc summing up all these including his talk you could get the correct answer.

We'll, I guess if the cleavage was exposed it's there for everyone to look at and it depends on what the guy's intentions are to what he is actually attracted to.
