if you look at;

and scroll down to birth rate you'll see russia's birth rate is 9.95 per 1000 women and the fertility rate is 1.28 per 100 women

but i dont understand what the difference is between the 2?

someone please help!

If you click on the book symbol by any term it will give you the definition.

Birth rate: every year, a random sample of 1000 people (ie 500 women) will between them have about 10 babies.

Fertility rate: every woman will in her lifetime have 1.28 babies.

Of course the "replacement rate" for fertility - the rate for a stable population, ignoring immigration and emigration - is 2: implying that Russia's population is set to drop dramatically in future.
